REGULAR CITY COUNCIL MEETING - MONDAY, OCTOBER 15, 2007
Mayor Danderson called the regular City Council Meeting to order at approximately 7:03 p.m. The pledge of allegiance to the flag preceded roll call. Present: Councilors Bigelow, Donovan, Nelson, Lafleur, Poulin, Cusson and Boucher and Grenier. Also present: City Manager MacQueen, Pam Laflamme citizens & the press.
Minutes, Previous Meetings Councilor Lafleur moved with a second by Councilor Nelson to accept the minutes of the 10/01/07 WS; 10/01/07 Regular Mtg.; 10/09/07 WS. So moved, the motion carried.
Disbursements: It was recommended by the Committee on Accounts/Claims that all bills start date 10/02/07; end date 10/15/2007 for a total cash disbursement of $1,362,930.29 Draft #1552. Councilor Nelson moved with a second by Councilor Lafleur to accept the disbursement summary and pay all bills as recommended by the Committee on Accounts/Claims. So moved, the motion carried.
PUBLIC COMMENTS: Jan Millis, 118 Mt. Forist Street, is the site coordinator for the lights on afterschool program. Ms. Millis reported that this is a great service provided to the City of Berlin for kids, parents and the schools and she thanked the Mayor and Council for their continued support.

2. Mayor's Report:
- Proclamation: Lights on Afterschool Day October 18, 2007.
- Library Study Committee. Mayor Danderson appointed Councilors Cusson and Bigelow to work with the Library Trustees to look at the property near the library. Councilor Grenier moved with a second by Councilor Lafleur to accept the Mayor's nominations. So moved, the motion carried.
- Other. Mayor Danderson thanked Councilor Grenier for representing him at the prison site groundbreaking ceremony.
- Councilor Grenier moved with a second by Councilor Poulin to accept the Mayor's report and place it on file. So moved, the motion carried.
3. Polling Hours. Councilor Donovan moved with a second by Councilor Grenier to set the polling hours for the November 6, 2007 Municipal Election from 8:00 a.m. until 7:00 p.m. So moved, the motion carried.
4. Other. Nothing in other.
5. City Manager's Report.
- Responsible property owners. The City Manager recognized several properties that have been recently cleaned up by their owners.
- Mt. Forist Street RR Crossing. New rail being installed but should be open by Tuesday night.
- Demers Street Drainage Project. Completed and operating.
- Dogs. $25.00 Civil Forfeiture Fees are being collected from owners of unlicensed dogs.
- Backpack Donation. Owners of Wolfeboro's Cider Mill Restaurant donated 40 backpacks filled with school supplies for Berlin students to the Berlin Welfare Department.
- RiverFire. In spite of heavy rain, the event was well attended and successful.
- Senator Gregg Prison Site Visit. View is spectacular since the land is now cleared.
- NCIC Meeting. City Manager attended the annual meeting at the Mtn. View Grand on 10/02/2007.
- Governor & Council Meeting in Berlin. 10/17/07 at the Jr. High School at 10:00 a.m.
- Mayor Danderson added that it was good of Pat to recognize the people who cleaned up their properties.
- Oral: the City Manager reminded everyone that Flu shots are available in the Health Department for $20.00
- Councilor Lafleur moved with a second by Councilor Donovan to accept the City Manager's report and place it on file. So moved, the motion carried.
6. Public Comments: Tim Cayer thanked everyone for their support during his successful skating event
7. Council Comments: Councilor Grenier thinks the community should know all the efforts and hard work the Mayor, City Manager and Councilor Nelson donated to make RiverFire such a success. Hats off to them for attempting to make Berlin a better place and for trying to keep Berlin on the map.
8. Adjournment: There being no further business to come before the Council at this time, Councilor Lafleur moved with a second by Councilor Poulin to adjourn the Regular City Council Meeting. So moved, the regular meeting adjourned at approximately 7:29 p.m.
